Madame Chair,

We thank the Director General Grossi, DDG Aparo and the Department for Safeguards for the Safeguards Implementation Report for 2024. 

Armenia regards the IAEA safeguards as a fundamental component of the Nuclear Non-Proliferation Treaty. The Agency’s implementation of international safeguards continues to be essential in providing assurances on the peaceful use of nuclear material and technology and contributes to the maintenance of global non-proliferation. As a staunch supporter of peace and security, Armenia highly appreciates this unique contribution of the Agency.       

Armenia welcomes the increase in the numbers of concluded Comprehensive Safeguards Agreements and Additional Protocols and commends Agency’s efforts to promote their universalization and application. In this regard, my delegation welcomes the decisions to conclude relevant agreements with the Republic of Equatorial Guinea and Somalia. My delegation notes also the number of amended and rescinded SQPs, which may support Agency’s ability to draw credible safeguards conclusions. When it comes to other efforts provided by Agency to support the Member States, then we believe that the COMPASS initiative launched by the Director General can serve as a useful capacity-building and assistance tool for the implementation of CSAs and APs.

Distinguished delegates,

Armenia is pleased to be among the countries, for which IAEA is continuously drawing a comprehensive conclusion, confirming that all nuclear material remained within peaceful activities, that there was no indication of the diversion of declared nuclear material from peaceful nuclear activities, no indication of undeclared production or processing of nuclear material at declared facilities and locations outside facilities, and no indication of undeclared nuclear material or activities. 

This once again displays Armenia's commitment to and clear record of compliance with the Agency's safeguards requirements under its Comprehensive Safeguards Agreement and the Additional Protocol, as well as proving Armenia’s adherence to its long-standing approach of transparency and accountability in all nuclear energy-related areas.

With these comments, we take note of the Safeguards Implementation Report 2024.
