Madame Chair,

Armenia thanks the Director General and the Department of Technical Cooperation for the TC Report 2024.

We acknowledge the essential role of the Technical Cooperation Program as a principal mechanism for delivering nuclear knowledge and technology and assisting Member States in harnessing their benefits to address pressing challenges.

TC programs are also key for enhancing radiation and nuclear safety, including through the provision of legislative assistance and knowledge management. Therefore, we note with satisfaction that nuclear safety and security remain a key part of TC activities.

In the reported year, Armenia’s cooperation with the Agency enhanced nuclear safety at the Armenian NPP, in particular through the development of a seismic margins assessment plan. Additionally, training and recommendations were provided for developing an integrated leadership management system. Capacity building was another key focus during the year, with four specialists from the ANPP gaining valuable insights during a scientific visit to the Kozloduy NPP in Bulgaria. Furthermore, specialists from the ANPP participated in the First International Generic Ageing Lessons Learned Phase 7 working groups on mechanical components and civil structures, thereby contributing to international knowledge exchange. The project also supported the upgrading of the ageing management system and the acquisition of a high purity germanium gamma spectrometry system.

In 2024, through another TCP project Armenia significantly advanced its capacity to monitor mercury and mercury compounds in the environment, as well as received advanced equipment for mercury determination and for detecting trace amounts of mercury and other volatile heavy metals.

We have also contributed to the TCP activities by hosting technical meetings, trainings and workshops, such as the interregional training course on Sustainability and Circularity in Decommissioning and Environmental Remediation Projects.

In September 2024, Armenia signed its new Country Program Framework, which will guide our technical cooperation with the IAEA for the years 2024-2029 as an important instrument for planning.

Madame Chair,

Armenia emphasizes the importance of the needs-based, demand-driven nature of the TC Programs. Priority should be given to programs and initiatives in which the Agency has exclusive competence, which allows to maximize the benefits of implementation.

TC projects should also be based on assured and predictable resources. Therefore, we encourage the Secretariat to further strengthen cooperation and leverage financial solutions to bridge the funding gap.

With increasing needs and interest from Member States in receiving Agency’s technical assistance and given the existing budgetary limitations, the enhancement of the efficiency of the implementation of TC programs is crucial.

Concluding, Madame Chair, we would like to congratulate the Agency with the successful Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Program held in November 2024 and express our support for the implementation of goals and objectives outlined in its Declaration.
