Statement on the Outcomes of the Third United Nations Conference on Landlocked Developing Countries (LLDC3), held in Awaza, Turkmenistan as delivered by the Delegation of Armenia at the 1533rd meeting of the OSCE Permanent Council

11 September, 2025

Mr. Chairperson,

Armenia thanks the distinguished delegation of Turkmenistan for presenting the outcomes of the Third United Nations Conference on Landlocked Developing Countries (LLDC3), held in Awaza. We also extend our gratitude to the Government of Turkmenistan for the excellent organization of this important event.

Armenia attaches great importance to cooperation within the LLDC framework. In recognition of this, the Armenian Delegation was led by the President of the Republic of Armenia, H.E. Vahagn Khachaturyan.

We actively engaged in the elaboration of the Awaza Programme of Action, which outlines a comprehensive set of concrete steps, commitments, and deliverables for the coming decade. The Programme addresses the socio-economic consequences of emerging threats and global shocks, while advancing sustainable infrastructure, strengthening connectivity, and promoting unhindered transit systems for landlocked developing countries.

Armenia stands ready to cooperate with all interested partners in the implementation of the Awaza Programme of Action, with the aim of advancing regional connectivity in full respect of the UN Charter and international law, including the principles of sovereignty and territorial integrity. The joint development of equitable and inclusive transport connectivity projects, and their integration into larger global initiatives, is key to creating a favorable environment for strengthened interconnectedness at regional, intra-regional, and global levels.

Thank you.
