Ad Hoc Committee Session to prepare the draft text of the rules of procedure for the Conference of the States Parties to the United Nations Convention against Cybercrime

Excellencies,

Distinguished delegates,

At the outset, we would like to congratulate H.E. Mr. Eduardo PAES SABOIA, Ambassador and Permanent Representative of Brazil on his election as Chair of the Bureau of the Ad Hoc Committee and to assure him of our delegation’s full support.

Armenia welcomes efforts undertaken thus far to develop the draft rules of procedure for the Conference of the States Parties and would like to express our appreciation to H.E. Mr. Alex Francisco Wetzig Abdale, Permanent Representative of Chile and H.E. Mr. Mohamed Nasr, Permanent Representative of Egypt, for their valuable work as co-facilitators of this process. 

We recognize the importance of establishing rules of procedure that are clear, transparent, and conducive to the effective implementation of the Convention. As a developing country, we attach particular importance to ensuring that such rules promote the inclusive and effective participation of all States Parties, taking into account differing levels of capacity and available resources. In this regard, we underscore the need for procedures that facilitate broad participation, including through reasonable timelines and cost-effective meeting modalities. Furthermore, our delegation emphasizes that balanced and equitable regional representation in the Bureau is essential to the effective functioning of the Conference.

With regard to the participation of civil society and other relevant stakeholders, Armenia underlines that their meaningful, regular, and effective participation can significantly enhance the quality and impact of the Conference’s work. Civil society organizations contribute valuable technical expertise, operational experience, and perspectives from affected communities. We therefore support rules of procedure that provide clear modalities for observer participation, transparent accreditation processes and opportunities for written and oral inputs, while ensuring that such participation meaningfully informs the deliberations and outcomes of the Conference.

Finally, we stress the importance of consensus-based decision-making in the adoption of the rules of procedure, as a means of fostering cooperation and shared ownership of outcomes, and we stand ready to engage constructively with all delegations toward this objective.
