Mr. Chair,

Armenia takes note of the IAEA Financial Statements for 2025 and results of its external audit. Reassured by the unqualified opinion regarding Agency’s accounts, Armenia underscores the importance of continued enhancement of transparency, accountability, and prudent financial management, particularly in light of growing demands on the Agency.

Meantime, we are concerned with the increasing of outstanding contributions to Regular Budget, as well as growing unfunded segment of Technical Cooperation Programme. We would like to note that Armenia pays its assessed contributions on time and in full.

We appreciate also the insights provided in the 2025 Internal Audit, Management Services and Investigations Report, as well as the Programme Evaluation Report. These highlight the need for continued results-based management, cross department collaboration and strengthened oversight mechanisms in order to ensure that resources are used effectively and equitably, especially under the current pressure imposed by the Zero Nominal Growth budget.

Armenia takes note of the Report on the Activities of the Ethics Function, and appreciates presented initiatives, including tailored trainings. We stress the importance of strong ethical culture, integrity, and protection of reporting persons.

Regarding the Agency’s Draft Budget Update for 2027, we emphasize the importance of a balanced approach that aligns resources with priorities, particularly the needs of developing countries. Adequate, predictable, and sustainable funding for technical cooperation must remain a central pillar, ensuring that all Member States can fully benefit from the peaceful uses of nuclear science and technology.

Concerned with consecutive Zero Nominal Growth budgets, we call on the Agency to intensify its efforts to find solutions that further increases efficiencies and savings.
