Madame chair,

At the outset, we extend our appreciation to you for your leadership in chairing this session and the Provisional Technical Secretariat for its preparation and organization.

We thank the Executive Secretary, Dr. Robert Floyd, for his opening remarks and for comprehensive reports.

We also thank the Advisory Group for its Report and for recommendations set out in it.

We would like to take this opportunity to recall with gratitude the working visit of the Executive Secretary, Dr. Robert Floyd, to Armenia at the end of last year and to express appreciation for the constructive engagement.

We highly value CTBTO’s capacity building programs which play a vital role in enhancing capabilities across all regions of the world and appreciate the sustained efforts undertaken to build and maintain expertise of State Signatories.

Armenia welcomes the forthcoming capacity building event: Regional NDC Workshop on CTBT Technologies and Simulation Exercise for Eastern Europe to be held in August this year in Garni, where the Auxiliary Seismic Station of Armenia is located. The Government of the Republic of Armenia will ensure that all necessary arrangements are undertaken to facilitate the successful conduct of the workshop.

In light of significant technical and logistical challenges, we underscore the importance of completion and sustained operation of the International Monitoring System as a core component of the Comprehensive Nuclear-Test-Ban verification regime. As the host country of an IMS auxiliary seismic station, we further commend the steady progress achieved over the past year in installation and certification of IMS stations, which remains essential for achieving the full operational effectiveness.

We further reaffirm the central role of the International Data Centre for the verification regime as well as the importance of National Data Centers. Armenia’s National Data Center within the Nuclear and Radiation Safety Center continues to play a key role in supporting national analytical capacity and engagement with IDC products and IMS data, actively contributing to efforts aimed at achieving the global prohibition of nuclear tests.

Recognizing the universal significance of banning nuclear tests and firmly adhering to the global non-proliferation agenda, Armenia reiterates its steadfast commitment to the fundamental objectives enshrined in the Comprehensive Nuclear-Test-Ban Treaty and calls upon Annex 2 States to sign and ratify the Treaty without further delay thereby joining multilateral efforts aimed at strengthening global non-proliferation regime.
