Statement under agenda item 6(c): Ratification and implementation of the international instruments to prevent and combat terrorism

Mr. Chair,

I would like to start by welcoming the inaugural meeting of competent authorities and liaison points for ICSANT (International Convention for the Suppression of Acts of Nuclear Terrorism) held in March 2026 and would like to thank UNODC, and in particular the Terrorism prevention branch, for convening this forum, which is critical for strengthening global coordination, exchanging implementation practices, and enhancing information sharing.

Armenia has ratified all the main international conventions and protocols relating to terrorism. Armenia’s Criminal Code defines ‘’the crime of terrorism’’ in alignment with our international commitments, further strengthening our legal framework in fighting terrorism.

Armenia is a strong supporter of international efforts to combat terrorism and remains committed to fostering global counter-terrorism cooperation. Among its recent undertakings, Armenia joined the Global Coalition to Defeat ISIS, demonstrating its commitment to addressing evolving terrorist threats through multilateral action, information-sharing, and coordinated international responses.

My country contributes also to the international efforts in developing practical measures for addressing terrorism in all its forms and manifestations and is actively participating at different working groups tasked with developing practical soft law instruments, such as recommendations and guidelines for member States to consider and apply in the fight against terrorist activity.

Distinguished delegates,

Despite significant international efforts, terrorism persists as a serious threat. Furthermore, the counter-terrorism laws have been continuously instrumentalized to conceal human rights abuses and to stage mock trials.

The calls for accountability and justice exploited in this context sound especially empty when they are misused for advancing conflict narratives and further fueling tensions among societies, instead of genuinely entering into the reconciliation and peace efforts.

Mr. Chair,

We believe that our joint efforts in addressing different forms and manifestations of terrorism would be more successful if we leverage synergies between different UN agencies and support of UNODC’s new Global Program on Preventing and Countering Terrorism. Meaningful involvement of specialized international civil society organizations, as alternative and credible sources of information, will further contribute to our joint efforts in early warning and prevention of terrorism.
