Statement by the delegation of the Republic of Armenia at the Board of Governors of the IAEA

Mr. Chair,

Armenia thanks the Deputy Director General Hua Liu and the Department of Technical Cooperation for the preparation of the Technical Cooperation Report 2025.

Armenia attaches the highest importance to the Technical Cooperation Programme, as the principal vehicle through which the benefits of nuclear science and technology are translated into tangible improvements in the lives of people around the world.

We are encouraged by the continued growth of the Programme. In particular, Armenia welcomes the strong financial performance of the TC Fund in 2025, with the attainment rate of 99.6%, which reflects the confidence of Member States in the Agency's development mission and their shared commitment to international cooperation. Armenia is pleased to have fulfilled its financial obligations in full and reiterates the importance of predictable, sufficient and assured resources for the Programme.

Armenia welcomes the growing impact of the Agency's flagship initiatives, which have become powerful instruments for mobilizing partnerships, resources and political support for development. As the host and incoming Presidency of the 2026 United Nations Biodiversity Conference (CBD COP17), Armenia wishes to highlight the important contribution of the IAEA through nuclear techniques to biodiversity conservation, ecosystem monitoring, sustainable agriculture, soil and water management, and environmental protection.

Mr. Chair,

Armenia welcomes the Agency's Technical Cooperation Programme support to Member States pursuing nuclear power programmes. Such support is particularly important for countries like Armenia that view nuclear energy as a strategic component of energy security, sustainable development and climate action.

In the reporting year, through one of the national TC projects, the Agency enhanced nuclear operational safety at the Armenian NPP, supporting LTO reviews, ageing management, a SALTO peer review mission, and a follow-up SEED review mission. Support was provided for reviewing the terms of reference for the design and construction of a new radioactive waste processing facility at ANPP. A high purity germanium gamma spectrometry system was delivered to strengthen the plant’s safety and analytical capabilities. Another TC project supported expert advice and capacity building that focused on safety verification mechanisms in medical facilities, the licensing of linear accelerators and the development of radioactive waste accounting and control systems. To further strengthen regulatory capabilities, a mobile radiological laboratory was procured.

Mr. Chair,

The Technical Cooperation Programme represents one of the clearest demonstrations of the value of multilateralism, and Armenia remains committed to working closely with the Secretariat and all Member States to further maximize its contribution and impact for all.
