Statement by the delegation of the Republic of Armenia at the 66th session of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization

Mr. Chair

At the outset I would like to reiterate my delegation’s appreciation for your leadership in steering the work of this session and to assure you of our full support.

We express our appreciation to the Executive Secretary, Dr. Robert Floyd, for his opening remarks and for the comprehensive reports presented to the Commission’s consideration.

We also thank Working Group A and B, as well as the Advisory Group for their reposts and recommendations.

Allow me to take this opportunity once again to recall with appreciation the working visit of the Executive Secretary, Dr. Robert Floyd, to Armenia at the end of last year. We remain grateful for the constructive engagement and valuable exchanges, which served to further strengthen our cooperation.

Armenia underscores the role of the Comprehensive Nuclear-Test-Ban Treaty as one of the cornerstones of the international disarmament and non-proliferation regime. In this regard, we highly value the unique verification system of CTBTO and the International Monitoring System as its core component. The long-term sustainment and further strengthening of the International Monitoring System should remain a central focus of the Organization’s work, taking into account existing financial and logistical constraints while ensuring its efficiency and resilience.

Armenia, as the host country of Auxiliary Seismic Station located in Garni, welcomes the notable progress made over the past year in installation and certification of IMS stations, which is fundamental to the full operational effectiveness of the International Monitoring System.

We commend the capacity-building programs of CTBTO as an important component in providing essential capabilities across all regions of the world. It is critical that every State Signatory has access to, and the capability to analyze IMS data and International Data Centre Products, as well as to develop and maintain its own technical expertise.

Taking a holistic view of the verification regime we further reiterate the central importance of the International Data Centre alongside National Data Centers. Operating within the Nuclear and Radiation Safety Center, the National Data Center of Armenia remains instrumental in strengthening national analytical capacities and supports utilization of international Data Center products and IMS data.

In less than two months Armenia will be pleased to host a capacity building event: Regional NDC Workshop on CTBT Technologies and Simulation Exercise for Eastern Europe. We reaffirm the full commitment of the Government of the Republic of Armenia to facilitate the smooth and successful conduct of the workshop and provide all necessary support to that end.

Remaining unwaveringly committed to the global non-proliferation regime and the prohibition of nuclear testing, Armenia will continue to support efforts aimed at the universalization of the Comprehensive Nuclear-Test-Ban Treaty and its entry into force.
