Mr Chairperson,

At the outset we would like to thank H.E. Archil Karaulashvili, Director General for Security Policy, International Organisations and Euro-Atlantic Integration at the Ministry of Foreign Affairs of Georgia for his closing address.

We express our sincere appreciation to the Georgian Chairpersonship for its successful leadership of the Forum over the past trimester. We thank Ambassador Alexander Maisuradze and his dedicated team for ably steering the work of the FSC and facilitating discussions among participating States.

For Armenia, the Georgian Chairpersonship has carried particular significance. Georgia is a neighbouring country and strategic partner of Armenia, and the longstanding fraternal relations between our peoples constitute an important pillar of peace and stability in the South Caucasus. Georgia adds a regional perspective to our discussions, which certainly is an important contribution to the comprehensive nature of the OSCE security concept. 

The topics selected for the Security Dialogues were relevant and timely, touching core issues of the OSCE activities. 

The Security Dialogue on strengthening compliance with the OSCE Code of Conduct on Politico-Military Aspects of Security reaffirmed the indelible nexus between the maintenance of peace and stability to respect for international law, human rights and fundamental freedoms. This interlinkage is also crucial for understanding and tackling the emerging security threats and challenges. 

We also appreciated the Security Dialogue on the impact of armed conflict on women and girls. Their full, equal and meaningful participation is indispensable for inclusive decision-making, resilient societies and sustainable peace.

The joint FSC-PC meeting on conflict-related human rights violations further demonstrated the indivisible connection between security and the protection of human dignity. International human rights law and international humanitarian law provide complementary and mutually reinforcing protections during armed conflict and they should be observed under all circumstances. 

Mr Chairperson,

The work undertaken during the Georgian Chairpersonship has once again demonstrated that the FSC continues to provide a platform for dialogue, including on the implementation of our common politico-military commitments and confidence-building measures.

In closing, we once again express our gratitude to the Georgian Chairpersonship and look forward to working with the incoming Chairpersonship of the United Kingdom, as well as Greece, as the newest Troika Member. We thank France, which is leaving the Troika, for its dedicated efforts.
