Mr. Chair,

At the outset, we wish to extend our sincere congratulations to you on assuming the Chairmanship of the Preparatory Commission. We also express our appreciation to you, Mr. Chair, and to the Provisional Technical Secretariat for the preparations for this session.

We thank the Executive Secretary, Dr. Robert Floyd, for his opening statement and comprehensive reports. We also express our appreciation for the reports of Working Groups A and B, as well as the Advisory Group, and the recommendations contained therein.

Mr. Chair,

Armenia considers the Comprehensive Nuclear-Test-Ban Treaty to be an indispensable pillar of the global non-proliferation regime and nuclear disarmament.

As a steadfast supporter of the global non-proliferation agenda, we support all efforts aimed at promoting the Treaty’s entry into force and its universalization. In light of the current global security situation, we reaffirm our unwavering support for the objectives of the CTBT and encourage Annex 2 states to sign and ratify the Treaty without delay.

We also look forward to the upcoming Article XIV Conference in September, in New York, and express our appreciation to the Co-Chairs (Sweden and the Philippines) for their efforts toward achieving consensus on a Joint Final Declaration

Mr. Chair,

We thank the PTS for the Initial Draft of the Programme and Budget Proposals for 2026-2027.

Ensuring the sustainability and effectiveness of the verification regime through an IMS Sustainment Strategy remains essential. We should find solutions to ensure continued data availability and quality, safeguarding this invaluable asset. In this regard, Armenia, as a host country of an auxiliary seismic station, prioritizes the sustainability of auxiliary stations as well, within the mandate of CTBT, and looks forward to further discussions on this matter.


Mr. Chair,

We attach great importance to the continuous development of national verification and monitoring capacities. In this context, we highly value the capacity-building activities organized by the PTS for relevant national experts of state signatories and strongly encourage the PTS to continue its training programs and other capacity-building efforts, including initiatives aimed at promoting the participation of women in such activities.

Last but not least, we remain fully committed to achieving a consensus-based decision on the appointment of the External Auditor during this session.

In conclusion, we look forward to engaging in productive discussions throughout this session.
