Mr. Chairman,

Armenia warmly welcomes H.E. Ms. Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation of the Principality of Monaco, in her capacity as President of the Committee of Ministers of the Council of Europe, and thanks her for sharing the Monegasque Presidency's vision for addressing the key challenges facing multilateralism and international law in a context of growing global uncertainty.

Many of the Presidency's priorities are fully aligned with Armenia's commitments and strategic objectives, such as the full, unconditional, effective and timely execution of judgments of the European Court of Human Rights; strengthening the Council of Europe's monitoring mechanisms by safeguarding their integrity, independence and impartiality; dialogue and international cooperation through values-based, coherent, coordinated and complementary action; and among others, strengthening democratic resilience by countering disinformation and foreign information manipulation and interference.

In the current context of growing geopolitical fragmentation, the Council of Europe and the OSCE have a particular responsibility to reinforce multilateralism and strengthen their partnership on the basis of our shared values by developing synergies while avoiding duplication. Many of today's challenges lie at the intersection of our organisations' respective mandates.

It is therefore appropriate that cooperation with the OSCE occupies a prominent place in the Council of Europe's new Strategy for External Action. This commitment is reflected in the high-level political dialogue between our two organisations, complementing the regular work of our technical teams, including the reciprocal visits of our two Secretaries General through the 2+2 format, launched in Chisinau, continued in Vienna and, most recently, reflected in last week's visit of the OSCE Secretary General to Strasbourg. Your presence today before the Permanent Council is another tangible expression of the determination of the leadership of both organisations to further invigorate this partnership.

We therefore welcome the strong partnership between the Council of Europe and the OSCE, whose complementary work encompasses democratic governance, elections, cooperation between the OSCE/ODIHR and the Venice Commission, democratic resilience and the protection of human rights.

We are convinced that our two organisations can further enhance their cooperation in developing prevention and early-warning capacities. This approach, at the heart of the New Democratic Pact for Europe, is fully consistent with the vision reaffirmed at the OSCE Budapest Summit, recognising the OSCE as a key instrument for early warning, conflict prevention and crisis management. Armenia fully supports this vision and sees significant added value in further strengthening synergies and exchanging expertise between our organisations to this end.

Finally, Armenia wishes every success to the Monegasque Presidency and remains fully committed to continuing its cooperation with both the OSCE and Council of Europe to promote peace, democratic security and stability across our continent, and to contribute to lasting peace in the South Caucasus.
