Madam Chairperson,

At the outset, we express our appreciation to you for your leadership in guiding the work of this session and to the Provisional Technical Secretariat for its preparation and organization. We thank the Executive Secretary, Dr Robert Floyd, for his opening remarks and report, and the Advisory Group for its work and recommendations.

This year marks the thirtieth anniversary of the opening for signature of the Comprehensive Nuclear-Test-Ban Treaty. Armenia reaffirms its commitment to the objectives of the Treaty and to its entry into force, which remains essential to strengthening the international nuclear non-proliferation and disarmament regime. We continue to call upon the remaining Annex 2 States to sign and ratify the Treaty.

As Working Group A considers the revised 2027 Budget Update Proposals and related financial questions, Armenia recognizes the financial constraints facing the Commission and underscores the importance of responsible resource management, clear prioritization and efficiency. At the same time, these efforts should safeguard the Secretariat’s capacity to perform its essential functions.

The long-term sustainment of the International Monitoring System, including the full life-cycle costs of certified stations, requires forward-looking and predictable planning. Armenia, as a host State of an IMS auxiliary seismic station, attaches great importance to the continued reliability and effectiveness of the verification infrastructure and the International Data Centre.

We also highly value the Secretariat’s capacity-building activities and its support to National Data Centres. The successful regional NDC workshop held in Armenia this August, as well as our readiness to host an NDC workshop in 2028, reflect Armenia’s continued commitment to strengthening practical cooperation and regional expertise.

Armenia looks forward to continued constructive cooperation with the Preparatory Commission and its Secretariat in ensuring the long-term effectiveness, reliability and sustainability of the CTBT verification regime.

Thank you.
