Statement delivered by the delegation of Armenia at the Board of Governors of the IAEA in the context of Azerbaijani aggression against Artsakh

Madame Chair, 

Our delegation would like to express its sincere congratulations on your election as the Chair of the Board of Governors of the IAEA. We wish you every success in steering the work of the Board during these challenging times. Our delegation is ready to render every support for the successful accomplishment of your Chairmanship. Likewise, we would like to thank Sweden, Ambassador Mikaela Kumlin Granit for leading the Board through challenging times in a balanced and dedicated manner. We also welcome the new members of the Board.

Madame Chair, 

Within the last weeks and particularly during the previous meetings of the Board of Governors as well as the 64th General Conference of the IAEA, the delegation of Armenia has been sparing no effort to inform and alert the Member States about the imminent threat of nuclear terrorism coming from Azerbaijan against the Armenian Nuclear Power Plant.

In light of the mentioned threat of missile attack at the ANPP, we would like to inform the Board of Governors and the Member States that yesterday, early in the morning of September 27th, Azerbaijan initiated a full-scale military aggression against the Republic of Artsakh.

During this offensive, the armed forces of Azerbaijan launched missile attacks not only along the entire line of contact and within the depth of the territory of Artsakh, targeting also peaceful settlements with number of casualties among the civilian population of Nagorno Karabakh as well as extensive damages to civilian objects and infrastructure in Stepanakert and other settlements. Azerbaijan also attacked territory of Armenia using modern attack UAVs. It should be mentioned that those who were threatening to attack Armenian NPP are still in the chain of command of the Armed Forces of Azerbaijan. 

Madame Chair,

In view of the mentioned developments there is an imminent threat of an armed aggression against the Republic of Armenia as it happened a few months ago.

Therefore, we would like to inform the Board of Governors and the Member States that Armenia’s concerns regarding the threats to the security of the Armenian Nuclear Power Plant in the context of possible aggression of Azerbaijan remain valid and legitimate.

Our delegation will continue to keep the Board and Member States informed about any future developments as appropriate.
